On June 14, 2024, the University of Ljubljana, an advisory partner in the “Digital Rural” project, successfully hosted the second Interregional Learning Event (ILE2). The event, conducted online, focused on the bottom-up approach to service creation, specifically highlighting the SEROI+ methodology. This methodology has been a cornerstone in engaging diverse stakeholders in co-creating solutions that are not only innovative but also highly relevant to the local context.

The event commenced with an introduction to the SEROI+ methodology, led by Argene Superina. Participants were introduced to the concept of bottom-up service creation, emphasizing the importance of involving local communities in the design and implementation of digital services. The methodology’s adaptability to various projects was a key point, showcasing its relevance across different regions and sectors.

Following the introduction, the session moved to the presentation of two good practices developed using the SEROI+ methodology. Simona Stojanova presented a case from the Horizon 2020 CODECS project, where IoT technology was used to support the winemaking process. This initiative, driven by young winemakers in winegrowing regions, exemplified how SEROI+ can help build communities and drive innovation in traditional industries.

The second good practice was presented by Jure Trilar, who discussed the development of the Fablab Network, an initiative initially designed using the SEROI+ methodology. The network, supported by the Interreg Europe Erudite project, serves as a platform for collaborative innovation, providing communities with the tools and resources needed to develop and implement digital solutions.

After a short break, the event continued with a step-by-step demonstration of how to use the SEROI+ methodology. This hands-on session was particularly valuable for participants looking to apply the methodology in their regions. The demonstration covered the four main steps of the SEROI+ process: defining goals, stakeholder mapping, service creation, and measuring value. The emphasis on the practical application of these steps provided participants with the knowledge and tools needed to engage their local stakeholders effectively.

The event concluded with a Q&A session and display of additional resources, including worksheets, digital tools, and video tutorials, to further support participants in implementing the methodology.

The ILE2 was a significant step forward in promoting the bottom-up approach within the “Digital Rural” project. By sharing these methodologies and best practices, the University of Ljubljana has empowered project partners to engage more effectively with their local communities, ensuring that digital transformation in rural areas is both inclusive and impactful.

As the project progresses, the continued focus on bottom-up approaches, coupled with innovative methodologies like SEROI+, will be crucial in reducing the digital divide and fostering sustainable development in rural regions.
