1. What is EUHUB4D Data Forum

EUH4D Data Forum is as an annual event to be held within the framework of the EUH4D project.

It is created with the aim of raising awareness, sharing results and recommendations, and receiving contributions on strategies and policies from the European Commission around data.

The event will be held on Tuesday, March 30, 2021 in online format with the participation of different experts in the field of European Big Data.

  1. Background

Strengthening cross-border data innovation has always been a top priority for the European Commission since its Communication on Building a European Data Economy back in 2017 1 and as reiterated in the Communication Towards a common European Data Space and in all most recent strategic documents, including the European Data Strategy of last February.

However, most recent studies concur on the fact that the opportunities provided by cross-border data innovation in Europe are still underexploited and that different challenges still exist for the cross-border use of data, including legal and ethical challenges, technical challenges, policy challenges and business challenges. This was also highlighted in BDVA recent Position Paper Towards a European-Governed Data Sharing Space (November 2020).

At the same time, many initiatives and projects have been launched in recent years to address these obstacles, including those funded under Horizon 2020 call ICT13a – Supporting the emergence of data markets and the data economy and call DT-ICT-05-2020 – Big Data Innovation Hubs.

Amongst these initiatives stands the EUHubs4Data project which aims at increasing cross-boder data innovation by:

  • connecting key knowledge hubs (the DIHs),
  • building a federated and cross-border catalogue of services and data,
  • showcasing the benefits of cross-border collaboration around data innovation,
  • directly support cross-border experiments.

This webinar will present how EUHubs4Data and other initiatives ara adressing the abovementioned challenges and what are the remaining obstacles for cross-border innovation on data services and products in Europe.

Challenges

EUHUB4D Data Forum webinar will focus on the following challenges.

  1. Legal and ethical challenges, including legal constraints (i.e., in terms of liability, data protection), ethical concerns, legal questions,
  2. Technical challenges, including availabiñity of trusted data sharing mechanisms, architectural solutions and standards,
  3. Policy challenges including establishment of innovation friendly policies, identification of right policy incentives and reduction of all other barriers for data reuse,
  4. Business challenges, such as lack of support for SMEs and start-ups embarking in cross-border activities, lack of knowledge and visibility about opportunities, etc.

By looking all these challenges and giving the floor to initiatives focusing on tracking them, this webinar will try to understand what has been done and what remains to be done to speed up cross-border data driven innovation in Europe and to derive some lessons learnt for the future.

This webinar will present how EUHubs4Data and other initiatives ara adressing the abovementioned challenges and what are the remaining obstacles for cross-border innovation on data services and products in Europe.
