Abstract

The level of disability in Europe is high, somewhere between 10 and 15%, with approximately 8% of the population having the status of a disabled person in Slovenia. Depending on the level of disability, a part of this population is employable, with difficulties finding work. The rest of disabled people are unable to work, therefore, in accordance with the United Nations Convention on the Rights of Persons with Disabilities (2006), it is necessary to ensure the improvement of their living conditions in a non-discriminatory manner as well as the greatest possible independence and integration into society. One of the possibilities for this is the timely use of new information and communication (ICT) technologies, which require a lot of mental and educational activity, but can significantly help the disabled in the direction of reducing their disability.

The goals of the project ” Analysis of conceptual design of information and technical system support for persons with disabilities to increase social integration«” are multifaceted and require a compromise between technology, society and the needs of a disabled person. The goal of the research is to design a system of integrated groups of devices, accessories, applications, and other technological solutions that include both technology, organization and stakeholders and that relate to selected activities of disabled people. In doing so, it is necessary to adhere to the principle of participation – no decision is made without the participation of the disabled people. In doing so, it is also necessary to consider the disability, type and category of disability, bearing in mind that the disabled are not the only vulnerable group with special needs and that other vulnerable members of the population, such as the elderly, may also need the support of integrated technological solutions designed in this way. The aim of the project is to investigate typical everyday complex activities of living, mobility, work and other situations, which also include the services of public institutions and access to them, and which could be improved with the help of integrated systems of groups of new aids and devices and advanced technological solutions, which will also be data supported. Based on participation, surveys and interviews with disabled people in the cognitive simulation of these situations, it is necessary to arrive at a set of priority activities that need to be facilitated for them and through these to concrete guidelines for the inclusion of new ICT aids and solutions on the existing list provided by the state. The main goal of the research will therefore be the creation of specific proposals for the creation of an integrated system of advanced technological solutions (groups of aids, devices, and solutions) for selected activities, which will be approved by the disabled through participatory cooperation and potentially financed by the Ministry of labour, family, social affairs, and equal opportunities.

Project structure

The project is divided into 4 work packages, and each package into 2 or 3 activities (10 activities in total). 4 activities will be led by the project’s leading partner, the University of Ljubljana, Faculty of Electrical Engineering (Laboratory for multimedia). 6 activities will be led by the Geodetic Institute of Slovenia. All work packages and activities will be carried out by the partners together. The structure of work packages and activities is as follows:
