The 5G evolution is a major driver for innovation in the communications industry and bears significant implications for nearly all vertical sectors. Public Protection and Disaster Relief (PPDR) is no exception, the domain is set to benefit visibly from the new 5G capabilities. 5G infrastructures with virtualised network functions, infrastructure sharing models, fog and edge computing and distributed deployment support and reliable mechanisms supporting orchestrated (and in specific cases prioritised) service provisioning are some of the features that now for the first time fully support provisioning of mission critical communications on top of shared infrastructures built with latest mainstream technologies. The three key advancements – higher throughput, lower latency and distribution – make 5G the innovation engine for disruptive applications, such as immersive augmented reality, unmanned aerial fleets and autonomous driving, which is expected to significantly alter ways of how humans consume and interact with the technology and will redefine consumption patterns and user experiences, consequently leading to paradigm shifts in the services and revenue landscapes.
5GSafety project will focus on reliable 5G-ready communications and applications using new and improved interaction modalities for citizens and professionals of the Public Protection and Disaster Relief domain.
5GSafety will investigate the alternative 5G technologies and migration paths and will evaluate their impact on provisioning of PPDR applications for citizens and professionals. This is to address the growing need to gain evaluations concerning fast delivery of a new generation of PPDR applications for citizens and professionals, as well as to set migration strategies from dedicated professional communication systems towards the shared 5G infrastructures. In this respect, Europe is faced with several challenges that 5GSafety will address, including
- how mission critical communications can be provisioned on an end-to-end basis with high reliability and security by utilising cross-cutting Key Enabling Technologies (KET),
- how to accommodate the specific PPDR requirements including 5G-enabled prioritization, pre-emption and survivability of services under extreme emergency conditions,
- how to devise 5G architectures by addressing the specifics of PPDR in sharing models and sensitive data handling, and
- how to exploit latest communication technologies to bridge the gap between the current status of technological maturity in PPDR visibly lagging behind commercial sectors and deliver modern multimodal applications and consumption modalities for citizens and PPDR professionals to serve their needs in both day-to-day situations as well as during emergencies.
In this context, the strategic objective of 5GSafety is to deliver research and innovation towards a new generation of 5G-ready products and services tailored to the needs of the PPDR sector. The aim is to investigate and design new architectures and key enabling technologies to deliver an advanced telco-grade Dispatcher as a Service (DPaaS) offered to PPDR professional and a new generation of user-centred applications for personal safety of citizens, and to investigate strategies for implementation of such applications in a virtualised and shared 5G environment with ensured safety, privacy and backward compatibility with current PPDR communication systems.
